For downloading the toolkit for SAP UI5 go to the below link

SAP Development Tools for Eclipse,

SAP Development Tools for Eclipse - Juno Software Repository

After downloading the tool, go to eclipse-->help>Install new software-->locate the path where you have downloaded the kit.
